During the last several months, the Borough Manager and Borough employees have worked diligently to establish as many cost-saving measures as possible to provide a balanced, fiscally responsible 2021 budget. As required by the Borough of West Chester Home Rule Charter, the Borough Manager is required to present a balanced budget to Borough Council 90 days prior to the end of the fiscal year. During the September Council Meetings, facing a projected 32% tax increase, the Borough Council, Borough Manager, Finance Director, and members of the public discussed in great detail suggestions to balance the budget and avoid a large tax increase. After numerous reviews of the revenues and expenses, and cutting as many expenses as feasible, the Borough Manager and Finance Director reduced the tax increase to 13%. The budget is a work in progress and additional changes will occur prior to Borough Council adopting a final budget by the end of 2020. The public is encouraged to participate in Borough Finance and Council meetings to keep abreast of all discussions and decisions regarding the 2021 budget.
