Right to Know/Open Records Policy

You can file a RTK request in four ways:

Requests shall be addressed to the AORO, Mr. Sean Metrick – West Chester Borough Assistant Manager or Marty Deighan, Lieutenant depending on if your request is for Administrative or Police records.   Be sure your request for records is specific and concise. Identify the records you want as specifically as you can, so that we can quickly locate them and determine whether they are public record.   Don't ask questions. The RTKL is designed to provide access to records; it does not require agencies to answer questions. Filing a request is always free, but you may be required to pay certain fees before receiving or inspecting your records.   Records are .25/per, and colored copies are .50/per.    Building plans and other large documents will be sent to a printer for copying, and you will be required to pay for the printing charges.   The Borough of West Chester reserves the right to receive a deposit or the entire amount of these printing costs prior to having the documents copied.    

Exemptions

The Pennsylvania General Assembly 2008 Act 3, Section 708 describes Exceptions for Public Records.
