In response to the COVID-19 pandemic, in March 2020 Pennsylvania Public Utility Commission (PUC) enacted an emergency order prohibiting utility companies (including electric, natural gas, water, wastewater, and telecommunications) from terminating service for lack of payment.
Aside from this order many utility companies offer financial assistance to customers who are struggling to pay their utilities. These programs include:
- Budget Billing - Creates predictable, flat monthly payments by averaging a customer’s annual usage
- Payment Plans - These plans can help address past-due bills or delinquent balances over a period of time with a fixed repayment schedule
- Hardship Funds - These funds are supported by utilities and donations from utility customers and non-profit organizations.
- Direct Subsidies for Low-Income Customers- provides financial assistance and crisis funding to address emergency situations.
