The Benefits of Achieving of 100% RAMP Certification
Possible reduction in the fines and penalties issued by the Administrative Law Judge to the licensee for serving a minor or a visibly intoxicated patron, as long as the licensee was in compliance at the time of the violation and had no citations for either of those two violations in the previous four years.
Borough of West Chester licensees will enjoy a 20% discount on all online classes.

For those licenses who prefer a classroom setting - periodically scheduled classes will be hosted at the municipal building. This will offer a safe environment for your employees to attend the 3 hour class.
Local businesses that work with the PA Tavern Association will not need to also communicate directly with the Borough of West Chester staff regarding their RAMP Certification effort. That is because the PA Tavern Association provides regular reports to the Borough regarding all of their licensee's RAMP status.

The Borough of West Chester strives to work closely with their local businesses who serve alcohol to become educated and responsible in respect to the sale of intoxicating beverages. The RAMP program is the mechanism to best help us, together to achieve an educated work force.
Licensees are encouraged to explore and complete the RAMP certification, which is designed to assist licensees in educating new hires, current employees and themselves in legal and responsible alcohol service.
What is RAMP?
All alcohol service personnel must complete RAMP server/seller training within six months of being hired by a licensee, unless the person had successfully completed said training prior to being hired. [47 P.S. § 4-471.1(h)]. “Alcohol service personnel” is defined as any employee of a licensee such as a bartender, waiter or, in the case of a distributor or importing distributor, a salesperson whose primary responsibility includes the resale, furnishing or serving of liquor or malt or brewed beverages. It also means any employee, such as a door person, whose primary responsibility is to ascertain the age of individuals who are attempting to enter the licensed premises. [47 P.S. § 1-102].

RAMP includes training and resources available to licensees their employees, so that they may understand and employ responsible alcohol management practices.
RAMP can be mandated under three conditions: sales to minors, sales to visibly intoxicated patrons, or as part of a conditional licensing agreement.
