The Borough Manager directs and supervises all departments of the Borough with the exception of the Police Department which is managed by the Chief of Police who reports to the Mayor. The Borough Manager is a professional position appointed by Borough Council. The duties and responsibilities of the position are explained in the Home Rule Charter and Administrative Code.

Message from the Manager

It is my privilege to be West Chester Borough's Manager. After more than 20 years in local, county and regional government, I find myself in an ideal situation to apply my skills and experience to making this a great place to live, work, and play for years to come. Our staff is dedicated to excellence in our work, whether it's balancing a budget, responding to a call for help, cleaning our streets, maintaining our parks, planting trees, or planning for the future. We strive to be inclusive and welcoming to all people.

I enjoy walking to many destinations in town for business meetings, meals, entertainment, and quiet enjoyment. In many places, new and old buildings are integrated with streets, sidewalks, and trees in ways that make them a pleasure to be in. I hope to honor this legacy of good design and proper management so that West Chester Borough remains a premium destination for all people.
