The Plan Goals and Objectives provide initial direction and
focus for the comprehensive planning process. The Goals and Objectives for this
project were developed in conjunction with the Project Task Force to address
issues raised during the Visioning Process discussed above.
Goals are organized according to eight general topics that
reflect the technical requirements of a comprehensive plan. Objectives more
specifically set forth what will be achieved in reaching the stated goal. The
eight general topics are as follows:
Character and Appearance addresses visual
quality, streetscapes and general public space issues.
Cultural Resources Protection addresses
historic preservation and enhancement of the integrity of the Borough's
buildings and streetscapes.
Transportation addresses the required
circulation plan, public transit alternatives and pedestrian and bicycle
circulation.
Park, Recreation and Open Space addresses
the provision and maintenance of Borough recreation facilities and programs and
general open space needs.
Land Use addresses existing and future
land development issues.
Housing addresses issues concerning
housing costs, maintenance and opportunities for new housing development.
Economic Development ensures that the
Borough is able to retain existing business and attract new business to provide
employment opportunities and an enhanced tax base.
Community Facilities and Services
addresses both current and future needs for police, emergency services,
administrative, public works, library and other services and facilities provided
by the Borough.
Goal: Provide
well-maintained, attractive streetscapes and public spaces.
Objectives:
1.
Define areas of the Borough that would benefit from streetscape
improvements.
2.
Identify methods to facilitate improvement of streetscapes and public
spaces.
Goal: Preserve and
protect the historic resources of West Chester so they will continue to
define the unique character of the Borough.
Objectives:
1.
Identify and evaluate Borough historic resources.
2.
Identify methods to prevent the deterioration and loss of historic
resources.
3.
Suggest incentives for rehabilitation and preservation of significant
historic and cultural resources throughout the Borough.
Goal: Facilitate
improved vehicular circulation throughout the Borough.
Objective: Identify
circulation improvement and safety needs.
Goal: Protect and
encourage safe pedestrian circulation.
Objectives:
1.
Minimize impacts and conflicts of vehicular traffic on neighborhoods and
pedestrians.
2.
Facilitate improved pedestrian and bicycle mobility in the Borough.
Goal: Reduce the
reliance upon automobile transportation.
Objectives:
1.
Promote a pedestrian-friendly atmosphere throughout the Borough by
implementing traditional neighborhood design techniques, traffic calming
techniques and signage.
2.
Provide for bicycle use on Borough roads.
3.
Promote transit use and expand transit opportunities.
Goal: Improve parking access and opportunities.
Objectives:
1.
Investigate and suggest ways to improve signage and maps to existing
parking facilities.
2.
Provide safe and convenient pedestrian access to public parking
facilities.
3.
Investigate ways to alleviate parking deficiencies in certain residential
neighborhoods.
Goal: Improve the quality and quantity of recreation facilities and
programs available to Borough residents.
Objectives:
1.
Review and implement recommendations of the 1992 Open Space, Recreation
and Environmental Resources Plan.
Goal: Prevent
conflicts between incompatible adjacent land uses.
Objectives:
1.
Identify existing land use conflicts in the Borough.
2.
Suggest alternative regulatory mechanisms to prevent future land use
conflicts.
Goal: Provide for a
variety of land uses to support residential and economic development
needs.
Objective: Identify
appropriate land uses that are compatible with the character and quality of
life in the Borough.
Goal: Improve the
quality of existing housing.
Objectives:
1.
Identify existing housing quality and maintenance issues.
2.
Investigate and suggest ways to improve existing housing quality
problems.
Goal: Provide
sufficient housing for future Borough needs.
Objectives:
1.
Determine housing needs and identify ways to provide for them.
2.
Investigate the ability to increase the supply of housing without
diminishing the quality of life in Borough neighborhoods.
Goal: Promote
economic diversity and provide new employment opportunities.
Objectives:
1.
Identify existing problems and issues for businesses operating in the
Borough.
2.
Identify the economic activities appropriate for the Borough and the
specific needs associated with these activities.
3.
Improve the environment for existing and new economic activities.
Goal: Provide
adequate community facilities, services and utilities.
Objectives:
1.
Evaluate new information technologies appropriate for implementation by
the various Borough departments.
2.
Evaluate new types of services the Borough could provide.
3.
Address the Community Facility and Services needs of the residential and
business communities.
