Application for Residential & Guest Parking Permit
  • To acquire a residential & guest parking permit you must fill out an application form.
  • This form can be downloaded by clicking on the form or picked up at the Parking Services Office.
  • Be sure to fill out the following sections: Name, Address, Date Pa License Plate Number, Year, Make/Model, Vehicle Color, Applicant Signature and Date.
  • Once form is completed bring to Parking Services Office w/ vech. registration and two current proof of residency.
  • A Parking Clerk will assist you w/ the purchase.

Application for Area C Permit - WCU
  • To acquire a Area C permit you must fill out this application.
  • This permit is only available to West Chester University students, faculty and staff.
  • Call the Parking Services Office for information on permit sales.

Application for Lot #3
  • This permit parking lot is located on the South East corner of 300 W. Gay and New St.
  • The Lot contains 15 spaces which are reserved to permit holders M-F, 8:00am to 5:00pm.
  • Lot #3 permits are allocate on a lottery basis and are sold for a fee of $600.00 per space. Permits are valid from August 1 to July 31st.
  • This form may be faxed to the Parking Services Office at 610-436-1330 or mailed at the address provided below.

Parking Ticket Administrative Review Form
  • This form enables a ticket recipient to appeal a ticket before being processed.
  • All Adm. review request must be made with in 7days of the ticket issue date.
  • This form is not downloadable and can only be picked up at the Parking Services Office.

Petition For Residential Permit Parking
  • Residential block(s) that are impacted by vehicles that are not owned by residents or guest of the neighborhood may apply to have their block(s) designated for the residential parking program.
  • The program requires that a least 51% of the households on that block(s) sign this petition.
  • The Parking Enforcement Office will then conduct a parking study to determine if the block(s) meets the minimum avg. of 70% of all spaces occupies. If this threshold is met the petition is given to the Parking Director to be placed on Borough Council's Parking Committee Agenda.
  • The Parking Committee will review the study and if approved recommend that Borough Council designate the block(s) for the residential parking program.
  • Once completed submit petition to the Parking Department, PS&ED 401 E. Gay St. West Chester Pa. 19380.
  • Contact the Parking Services Office for additional information on the Residential Permit Parking Program.

Residential Parking Permit Affidavit
  • The purpose of this Affidavit is to provide residents living in a permit area that do not own the vehicle being used the opportunity to purchase a permit.
  • This modification does not apply to vehicle(s) w/ out of state tags.
  • Specific requirements apply. Contact the Parking Services Office for additional information.
