Partnering with the PA Licensed Beverage & Tavern Association, the Borough of West Chester is working to make the process of obtaining and maintaining RAMP certification as easy as possible for our local businesses.

Possible reduction in the fines and penalties issued by the Administrative Law Judge to the licensee for serving a minor or a visibly intoxicated patron, as long as the licensee was in compliance at the time of the violation and had no citations for either of those two violations in the previous four years.

Borough of West Chester licensees will enjoy a 20% discount on all online classes.

Borough of West Chester licensees will enjoy a 40% discount on all onsite classes.

Borough of West Chester licensees will enjoy a 50% discount on all online classes starting September 1, 2016 - for a limited time.

For those licenses who prefer a classroom setting - periodically scheduled classes will be hosted at the municipal building. This will offer a safe environment for your employees to attend the 3 hour class.

Classes Are Also Available at the Municipal Building 



Licensees are now able to sign up their employees for classes which are periodically hosted at the Borough of West Chester municipal building located at 401 East Gay Street. 

Classes are Scheduled for: 



August 22, 2016 at 1pm and 6pm in Room 240.
September 15, 2016 at 1pm and 6pm in Room 240.

Learn More About RAMP

The Borough of West Chester strives to work closely with their local businesses who serve alcohol to become educated and responsible in respect to the sale of intoxicating beverages. The RAMP program is the mechanism to best help us, together to achieve an educated work force. 

Licensees are encouraged to explore and complete the RAMP certification, which is designed to assist licensees in educating new hires, current employees and themselves in legal and responsible alcohol service.

What is RAMP?

All alcohol service personnel must complete RAMP server/seller training within six months of being hired by a licensee, unless the person had successfully completed said training prior to being hired. [47 P.S. § 4-471.1(h)]. “Alcohol service personnel” is defined as any employee of a licensee such as a bartender, waiter or, in the case of a distributor or importing distributor, a salesperson whose primary responsibility includes the resale, furnishing or serving of liquor or malt or brewed beverages. It also means any employee, such as a door person, whose primary responsibility is to ascertain the age of individuals who are attempting to enter the licensed premises. [47 P.S. § 1-102]. 

Act 141 of 2000 established the Responsible Alcohol Management Program.
RAMP is a voluntary certification that provides incentives for licensees that participate and complete all five components:

  1. Owner/Manager Training 
  2. Server/Seller Training
  3. New Employee Orientation 
  4. Signage 
  5. Affidavit Request for RAMP Certification

RAMP includes training and resources available to licensees their employees, so that they may understand and employ responsible alcohol management practices. 

RAMP can be mandated under three conditions: sales to minors, sales to visibly intoxicated patrons, or as part of a conditional licensing agreement.   

Licensees are encouraged to explore and complete the RAMP certification, which is designed to assist licensees in educating new hires, current employees and themselves in legal and responsible alcohol service.

The PA Licensed Beverage & Tavern Association, established in 1941, is the only non-profit, statewide, trade association for retail licensees in the Commonwealth. We have provided RAMP training since the inception of the program and were the first approved online RAMP Server/Seller training in Pennsylvania. We consistently promote alcohol education to all licensees and their servers to protect the general public and businesses themselves.
