Parking Services Online Appeals, Payments & Permits

After submitting your online parking permit application you must email the following documentation to the Parking Services Department at permits@west-chester.com before your application can be approved by a customer service representative:

“All postings require a minimum of 24 hours’ notice or they will be denied.  For postings that will be on a Monday the online form needs to be filled out by 10am on the proceeding Friday.  Kindly remove the signs or meter bags when you are done.”


Residential Parking Permit or Guest Parking Permit (Area’s A, B, D, E, F, G, H, I, J, K, & L):

1)   A valid Pennsylvania vehicle registration with the resident’s name appearing on it. No out of state vehicle registrations will be accepted. If the vehicle is registered in a parent’s name you will be required to email the following:
The owner of the vehicle can only have a parent/child relationship.
a)   A signed Resident Parking Permit Application Affidavit, which must be filled out and signed by the parent appearing on the vehicle registration.
b)   Proof that the student is insured to drive the vehicle. A copy of the insurance policy declaration page must be shown with the student’s name and vehicle appearing on it. The policy number and current policy period dates must be displayed.
2)   Two current proofs of residency with the resident’s name and Borough of West Chester address appearing on the item. The proofs must be dated within the past sixty (60) days.
The first proof of residency MUST be a current fully signed and executed rental lease for renters.
a)   Acceptable items may include, but are not limited to, the following:
-    PA Driver’s License
-    Personal Check
-    Voter Registration Card
-    Utility Bill
-    Bank Statement
-    WCU Address Verification
-    Renter’s Insurance
b)   The following items are NOT acceptable:
-   Letters
-   Post Cards
-   Magazines
-   Envelopes or Packages
-   Junk Mail

Student Parking Permit (Area C):

1)   A valid vehicle registration with the student, staff or faculty member’s name appearing on it.
If the vehicle is registered in a parent’s name you will be required to email the following:
     c)   A signed Resident Parking Permit Application Affidavit, which must be filled out and signed by the parent appearing on the vehicle registration.
     d)   Proof that the student is insured to drive the vehicle. A copy of the insurance policy declaration page must be shown with the student’s name and vehicle appearing on it. The policy number and current policy period dates must be displayed.

3) West Chester University Identification Card

Business Parking Permit:

1)   A valid vehicle registration with the applicant’s name or business name appearing on it.
2)   A business card, company identification card or a letter on company lettered head with the applicant’s name appearing on it.
