Water Bill & Service Related Questions

-For questions or an emergency pertaining to sewerlines, contact Public Works at 610-696-5282 M-F 7:30am to 5:00pm or email publicworks@west-chester.com. For a sewer emergency after those hours contact the Borough of West Chester Police Dispatcher at 610-696-2700.

-For questions pertaining to your payment, please call Aqua at 877-987-2782. Aqua processes all sewer payments for Borough sewer customers. For all other matters regarding your sewer service, including a change in ownership or billing address, please email sewer@west-chester.com or call 610-436-1357.

-The property owner is ultimately responsible for all sewer charges. Failure to pay can result in the filing of municipal liens and in referral to a collections agency.

-Be conscientious of your water usage. Your monthly sewer charges are based on the actual water consumption. This includes watering of lawns and gardens, washing of cars and filling of pools.

-If your bill reflects a zero usage please contact us. Why? There may be a problem with the meter reading equipment or with the billing link. We will work to identify and correct the problem and will issue a corrected bill. If there is a meter malfunction, usage discrepancy or billing association problem, you remain responsible for the adjusted usage.

WaterSmart e-Billing:  Switch to paperless billing! The convenience of viewing and paying your bill online. Go to www.aquaamerica.com to enroll or sign in with your existing Aqua User I.D. and link your sewer account by entering your 16 digit sewer account number.

Zipcheck:  A program in which your payment is automatically deducted from your bank account. Please call 877-987-2782 for an application or go to www.aquaamerica.com and choose customer service center, then ways to pay to download the application. Learn more here.

By mail:  Place your check or money order in the enclosed envelope.  Make check payable to Borough of West Chester. Please remember to add postage and mail to Borough of West Chester, PO Box 1229, Newark, NJ 07101-1229. Cash is not accepted by mail.

By phone:  For a fee, customers with bank accounts or credit cards may pay by phone. Call 866-269-2906.

Payment at the Municipal Building:  This may cause a delay in the payment posting to your account, which may result in late fees! We will be submitting payments each Friday to Aqua via USPS. You may place check or money order payment in the dropbox located in the parking lot or you may pay inside. All payments must include bill. There is a $2.00 copy fee per payment without a bill. Cash will not be accepted at the Municipal Building. Your canceled check will be your receipt for payment.
